The Associated Press ALBANY, New York - Police in the State of New York indicated that the breeder of horses in New York Ernie Paragallo was charged with cruelty to animals, two days after the authorities had seized 177 malnourished horses on his farm Hudson Valley. A dispatcher for the State Police reported that Paragallo, 51, was arrested Friday and has been 22 charges of torturing or injuring an animal, and failing to provide adequate food. The charges were filed after investigators had interviewed Paragallo about malnourished horses that were found at his farm in Brook Center on Wednesday. Paragallo said is its "mismanagement" that led to the malnutrition of horses.
